बाबुराम अर्याल सूचना भन्नाले सङ्केतहरूको समूह हो , जसलाई सन्देशको रूपमा व्याख्या गर्न सकिन्छ । सूचनालाई सङ्केतको रूपमा अभिलेख राख्न वा सन्देशको रूपमा सञ्चार गर्न सकिन्छ । सूचना कुनै खास परिस्थिति वा अवस्थाको बारेमा कुनै स्रोतबाट प्राप्त वा सञ्चार गरिएको ज्ञानलाई बुझिन्छ । यो एउटा प्रश्नको उत्तर हो । सूचनाले कुनै विषयको बारेमा अज्ञानता वा अनिश्चितता हटाउन मद्दत गर्दछ । ‍‍कुनै पनि देशको संविधानले प्रत्याभूत गर्ने न्युनतम आधारभूत अधिकार मध्येको एक अधिकार हो सूचनाको हक   । कुनै पनि सार्वजनिक या सरकारी संस्थाहरूले गरेका काम कार्यबाहीका बारेमा निश्चित समयान्तरमा जानकारी सार्वजनिक गर्ने व्यवस्था गरिएको हुन्छ , यदि गरिएन भने पनि सर्वसाधारणले जानकारी माग्न पाउने र मागे अनुसारको जानकारी उपलव्ध गराइनु पर्ने गरि देशको मूल कानून संविधानद्वारा नै व्यवस्था गरिएको व्यवस्थालाई नै सूचनाको अधिकार भनिन्छ । सूचनाको हक नेपाली नागरिकहरुको मौलिक हक हो भन्ने कुरालाई नेपालको संविधानले सुनिश्चित गरेको छ । सार्वजनिक प्रशासनको क्षेत्रमा सूचना भनेको सार्वजनिक निकायबाट सम्पादन हुने वा भएको ...
